Yes, you can.

The fact that you are a cardholder on the existing account makes no difference - the debt is currently 100% his responsibility.

If it was transferred to an account in your name, it will instead be your responsibility to maintain.

I think it depends on the CC companies policy

No it doesn't. Effectively a balance transfer is simply the new company making a payment into the other CC account.

I am thinking of doing the same thing (transfering husbands debt via a 0% balance transfer to a cc in my name) but worried it will affect my credit score. Can it affect my credit rating even if regular payments are made each month and the debt paid off after a year?

It could affect your ability to get further credit whilst this debt is outstanding.

As others have said, yes you can. Just a reminder, though; it has to be to a card issued by a different banking group.

I remember reading (i think on there...not too sure) that one credit card company was not taken balance transfers if the other card was not in the same name.

Apologies if incorrect

On the phone, Santander and sometimes Barclaycard (but hang up and call again)

Online there should be no problems.

Also had an issue some years ago with HSBC. Not sure if it's still the case now.
