Pakistani lawmakers vote for new president

ISLAMABAD (AP) ? Pakistani lawmakers began voting for the country's new president Tuesday in an election that has been marred by controversy over procedure and concern about overreach by the country's powerful judiciary, although there is widespread agreement that the ruling party's candidate will likely win.

The vote followed a late night attack by dozens of Taliban militants on a prison in northwest Pakistan, illustrating one of the major challenges the new president will face. The militants freed more than 250 prisoners, including 25 "dangerous terrorists," officials said.

The expected victor in the election is Mamnoon Hussain, a textile businessman who has been a longtime member of the ruling Pakistan Muslim League-N party and briefly served as the governor of southern Sindh province in 1999.

Pakistan's largely ceremonial president is not elected by popular vote, but by lawmakers in the Senate, National Assembly and the assemblies of the four provinces. The PML-N has a very strong position because it won majorities in the National Assembly and the assembly of Pakistan's most populous province, Punjab, in June, all but assuring that Hussain will win the vote.

Local TV channels showed lawmakers from the various assemblies voting on Tuesday morning. The election should be completed sometime in the afternoon.

"The election is more or less a settled issue," said Pakistani political analyst Hasan Askari Rizvi. "There is no excitement in it because it has become a one-sided affair, and the powers of the president are very limited and nominal."

Prime Minister Nawaz Sharif will remain the most powerful figure in the civilian government in Pakistan, a key ally for the United States in battling Islamic militants and negotiating an end to the war in neighboring Afghanistan.

Controversy broke out last week when the Supreme Court agreed to a request by the PML-N to move forward the election ? originally scheduled for August 6 ? because some lawmakers wanted to travel to Saudi Arabia for pilgrimage during the end of the Islamic holy month of Ramadan.

The country's former ruling party, the Pakistan People's Party, which has the second highest number of seats in the National Assembly, announced that it would boycott the presidential election in response to the court's ruling. The PPP complained that the judges ruled without hearing from the opposition, and the new election date didn't give the party enough time to campaign.

The court's decision sparked criticism from outside the party as well from critics who have long warned about the Supreme Court's tendency to overreach. They argued that the decision about the election date should have been left to the country's election commission, which originally scheduled the vote for August 6.

The party's decision to boycott could affect the perceived legitimacy of the election, although Hussain was still expected to win even if the PPP fielded a candidate. The only other person running in the election is Wajihuddin Ahmed, a retired Sindh High Court judge nominated by the Pakistan Tehreek-e-Insaf party, led by former cricket star Imran Khan.

Hussain was born to an Urdu-speaking industrialist family in 1940 in the Indian city of Agra. His family settled in Karachi, the capital of Sindh province, after Pakistan was carved out of British India in 1947, and set up a textile business there. He earned a Masters in Business Administration from the Institute of Business Administration in Karachi in 1965 and joined the family business before graduation.

Hussain served as governor of Sindh for about four months in 1999, but otherwise has not been a prominent figure in national politics.

"Prime Minister Nawaz Sharif likes to bring in political nonentities so he is the center of power and in the limelight," said Rizvi, the analyst. "So I don't think this new president will be attracting much attention or creating much excitement."

If elected, Hussain will replace the current president, Asif Ali Zardari, whose five-year term ends on Sept. 8. Zardari rose to power after his wife, former Prime Minister Benazir Bhutto, was killed in a gun and bomb attack in Dec. 2007. He was elected president in 2008 after the PPP swept to victory in elections, riding a wave of sympathy after Bhutto's assassination.

Zardari has been a contentious figure as president and has often battled with both the powerful army and the Supreme Court.

His biggest accomplishment is widely seen as guiding Pakistan's first civilian government to finish its full five-year term and transfer power in democratic elections in a country plagued by military coups. He did this by building and maintaining the coalitions needed to keep power. He also agreed to a constitutional amendment that transferred many of the president's powers to the prime minister, leaving his position as largely ceremonial.

But Zardari's government is widely perceived to have done little to address the major problems facing the country, especially the pervasive electricity shortages that crippled Pakistan's economy and left some people without power for up to 20 hours per day.

"Zardari's government had absolutely poor performance as far as governance was concerned, and there was a serious reputation problem because of corruption allegations," said Rizvi. "Zardari will be remembered as a quite a controversial president, but a major survivor."

The army launched major operations against the Pakistani Taliban during Zardari's tenure, but the group has proven resilient and continues to stage frequent attacks against security personnel and civilians.

The attack on the prison late Monday night occurred in the town of Dera Ismail Khan, which is located near Pakistan's semiautonomous tribal region, the main sanctuary for Taliban and al-Qaida militants in the country.

The boxing icon and politician from the Philippines, Manny Pacquiao, started his mainland China tour there, joined by young American fighter Brandon Rios.

The men will stage a 12-round welterweight bout on November 24 at the Cotai Arena at the Venetian Resort Hotel in Macau.

Pacquiao and Rios picked on one of the most difficult sections of the Great Wall, with an angle of about 60 degrees, where they staged a race.

The Filipino boxer reached the top of the tower a little bit faster than his future opponent but he wouldn't predict the result of their more serious contest in November.

Pacquiao has lost his last two fights - at the hands of Timothy Bradley in June 2012 and a knockout defeat by Juan Manuel Marquez last December.

The November bout is crucial for both boxers with the "Pac-man" needing a win to stop talk of his retirement and Rios seeking victory to show the world a new rising star.

Pacquiao and Rios arrived in Beijing after they met the press and watched the Fist of Gold II in which Chinese boxer Zou Shiming won his second professional fight in a six-round match against Mexican boxer Jesus Ortega.

Pacquiao hopes he can help promote the sport of boxing in the world's most populated country.

According to Top Rank, the managing company for the two boxers, Pacquiao will leave Beijing for Shanghai and then head to Singapore on July 31st.

Amazon hiring for more than 5,000 full-time warehouse jobs

Amazon.com Inc. is going on a hiring binge.

The Seattle-based company said Monday it will immediately begin to fill more than 5,000 full-time warehouse jobs and about 2,000 customer service jobs.

The positions are available at 17 distribution centers across the United States, including three so-called fulfillment centers in California: San Bernardino, Tracy and Patterson, the company said in a statement.?

"We?re hiring more than 5,000 people to join our team and help us continue to innovate and serve our customers,? said Dave Clark, vice president of worldwide operations and customer service at Amazon.

Those working at Amazon warehouses help pack and ship customer orders. The job comes with a benefits package, company stock awards and bonuses, the company said. There are currently about 20,000 full-time warehouse workers across the company's network of distribution centers.

The 2,000 customer service positions are a mix of seasonal, part-time and full-time work.?

Amazon's announcement comes a day before President Obama is set to tour one of the company's distribution centers in Chattanooga, Tenn.?

BANGKOK (AP) ? Black waves of crude oil washed up on a beach at a popular tourist island in Thailand's eastern sea despite attempts to clean up the oil up over the weekend after it leaked from a pipeline, officials said Monday.

Tourists on Samet island were warned to stay away from the once-serene beach, marred by inky globs as hundreds of workers in white jumpsuits labored to scrape the sand clean and remove oil from the water.

About 50 tons of oil spilled into the sea off Rayong province on Saturday morning from a leak in the pipeline operated by PTT Global Chemical Plc, a subsidiary of state-owned oil and gas company PTT Plc.

The leak was the fourth major oil spill in the country's history, Energy Minister Pongsak Raktapongpaisal said.

Streaks of crude oil about 300 meters (1,000 feet) wide marred the shore of Prao Bay on Samet Island, one of the most popular beach destinations for Thai and foreign tourists in the Gulf of Thailand, Rayong Deputy Gov. Supeepat Chongpanish said Monday.

He said authorities closed the bay as 300 workers attempted to remove the oil from the white beach and the water.

"The top priorities right now are to get rid of the oil on the sand and the seawater, and to make sure the spill doesn't spread to other shores," Supeepat said. "This is a very beautiful, white, sandy beach, so we want to make the spill go away as soon as possible."

"The black waves started rolling in since last night and by the morning the beach was all tainted with oil," said Kevin Wikul, the assistant front desk officer at a resort in Prao Bay. "We have advised our guests against going near the beach and some of them have asked for early check-outs."

The nearby area has been declared a disaster zone by provincial authorities, and those affected by the spill will receive immediate assistance.

The company said it detected a leak when crude oil from a tanker moored offshore was being transferred to the pipeline, 20 kilometers (11 miles) from a refinery in Map Ta Phut, one of the largest industrial estates in Southeast Asia.

The company said in a statement Sunday that it has flown in oil spill management experts and a plane from Singapore to remove the crude oil. Thai navy vessels also joined the cleanup efforts.

Authorities said it would take some time to assess the environmental damage.

"The spill is definitely having an impact on the environment, but we have not detected any deaths of marine animals yet at this point," provincial Gov. Wichit Chatphaisit said. "PTT will have to take responsibility for the damage this has caused."

He said pollution control department officials had expressed concern about the effects of the chemical used to clean up the spill.

PTTGC apologized for the incident and said the cleanup will likely be completed within three days.

"We acknowledge this incident has damaged our reputation and we will not let it happen again," CEO Anon Sirisaengtaksin told a news conference.

In 2009, another PTT subsidiary was involved in the Montara oil spill, one of Australia's worst oil disasters, in the Timor Sea off western Australia.

Whether or not Dobson will remain part of the first team is the big question. At 6'3" and 210 pounds, Dobson certainly has the size to line up on the outside for a team. His spot in the starting lineup will likely come down to how quickly he jells with Brady.

Unless Jenkins, Edelman or rookie Josh Boyce has an incredible training camp, Dobson should be starting in Week 1 for the Patriots.

Researchers at the Massachusetts Institute of Technology have found a way to fool mice into remembering an electric shock where none actually existed.

Scientists at the Massachusetts Institute of Technology have developed the ability to implant mice with false memories. The memories can be easily induced and are just as strong as real memories, physiological proof of something psychologists and lawyers have known for years.

The findings are a serious matter. According to the?Innocence Project, eyewitness testimony played a role in 75 percent of guilty verdicts eventually overturned by DNA testing after people spent years in prison. Some prisoners may even have been executed due to false eyewitness testimony. It was not because the witnesses were lying. They were just wrong, said Susumu Tonegawa, a molecular biologist and the lead author in the MIT study.

In the longest criminal trial in American history, the McMartin family, who operated a preschool in California, was charged with multiple incidents of child abuse. After seven years and $15 million in prosecution expenses, some charges were dropped and the defendants were acquitted of others when it became clear some of the accusations were based on false memories, some possibly planted by childrens? therapists.

There is now a False Memory Syndrome in scientific literature and a False Memory Syndrome Foundation.

Last year, Tonegawa and his team published a study in?Nature?showing how false memories could be implanted in mice. They first put mice in a chamber -- the scientists called it the Red Room -- and let the animals roam around exploring so they could build up a contextual memory of it.

After a while, they gave the mice mild electric shocks to their feet and a blue light flashed in their brains delivered by a fiber-optic cable, implanting the memory that the Red Room was a dangerous place.

The next day researchers put the mice in an entirely different chamber ? the Black Room ? and let them explore peacefully. The mice were not afraid until the light flashed. The mice froze again although they were not in the chamber where they had received a shock. Why?

Memory is largely in the hippocampus, Tonegawa said, in a section called the dentate gyrus. Tonegawa, Steve Ramirez, a graduate student, and their colleagues identified the neurons there that were associated with experiential learning.

San Diego Mayor Bob Filner Will Undergo ?Intensive? Rehab For Perversion

San Diego?s pervy mayor Bob Filner still isn?t stepping down, but he will seek counseling amid several sexual harassment allegations leveled against him.

Filner will undergo intensive therapy for two weeks in light of these allegations after admitting ?words are not enough? in a recent, long-awaited statement.

?It is simply not acceptable for me to try and explain away my conduct as the product of standards of a different generation,? Filner said.

?Most of all I apologize to the women I have offended,? he continued.

On August 5, Filner will enter a behavioral counseling clinic in order to curb his behavior. He said that the short rehab stint will be followed by regular, ongoing counseling. ?I must become a better person,? Filner said.

He?ll return to his mayoral duties in full on August 19.

Some Filner?s former employees have alleged that the mayor inappropriately touched them or attempted to force himself on them on several occasions. One of his former senior staff members said that he frequently asked her to kiss him and propositioned her for sex. Additionally, he made several lewd comments, like asking her if she thought she?d perform her job better without underwear.

Thursday, San Diego County Democrats voted to ask Filner to step down. Democratic National Committee Chair Debbie Wasserman-Schultz has also called on him to leave office.

One of his employees has also filed a lawsuit against Filner. She is represented by celebrity attorney Gloria Allred.

As reported earlier, Hipstamatic went on stage with Nokia at the Lumia 925 launch event and announced that they are bringing their currently iPhone exclusive Hipstamatic Oggl app to Windows Phone 8 devices from Nokia. Popular for its filters and the funky UI, the app remains the only official solution to post directly to instagram. But Hipstamatic does have its own community too and that?s called Oggl. The free Oggl app includes five pre-set lenses and films, and the ability to edit and share photos to Oggl, Facebook, Twitter, and Instagram. The app is now available on the Windows Phone Store and you can get it here.

The Oggl PRO on the other hand is an exclusive app especially tailored for the Lumia 1020?s awesome camera. It has manual exposure, white balance, ISO and shutter speed, and 3x lossless zoom, which is currently usable only in Nokia?s own Pro camera app. This app is exclusive to the Lumia 1020 and is not available for other devices, we presume.

However, as with any high profile free app these days, there are in-app purchases, but in a subscription model. You can either pay 2.99$ quarterly or 9.99$ yearly to get new lenses and gear every month, and also makes the community experience ad-free. We tried out the Oggl app on our WP8 Lumia, and were impressed with its functions but not its cluttered UI that, in no way, is as usable as its meant to be. We also faced some upload issues, but the developers noted it was due to high traffic so hopefully these issues are fixed soon, as the hopes of getting an official Instagram client on Windows Phone seems bleaker as the days go by. Also, it is important to note that this app allows just sharing and that alone to your already active Instagram account.

Stocks Open Mixed, Dow Lags; TripAdvisor Leads ... - Investors.com

Stocks opened mixed on Thursday, with techs sketching out an early lead and blue chips bringing up the rear.

The Nasdaq pulled up 0.4%, the S&P 500 0.1%. The Dow Jones industrial average dipped 0.2%, with Microsoft (MSFT) and Caterpillar (CAT) each slipping more than 1%.

Trade was starkly mixed, with action on the Nasdaq surging 58% and NYSE volume down 4% compared with levels at the same time Wednesday. Much of the higher Nasdaq volume could be traced to Facebook (FB), which soared 25% in volume that had already doubled its average in the first hour of trading. The company easily topped Q2 estimates late Wednesday.

The stock market today set sail under a mixed influence from early economic reports. Weekly jobless claims rose slightly above expectations, although the four-week average declined. Durable goods orders rose more than expected in June, and May's orders received a sharp upward revision from the Commerce Department.

In stocks, homebuilders were getting beaten up after several leaders reported Q2 results. Pulte Group (PHM) and D.R. Horton (DHI) were each down 8% after delivering Q2 results. M/I Homes (MHO) fell 6% after its report. Ryland Group (RYL), which reported late Wednesday, sank 4%.

Boston Scientific (BSX) bolted 12%. The maker of cardiology and endoscopy instruments, under a new CEO since November, reported a strong second quarter and raised its guidance for the third quarter and full year. The gain lifted shares to new highs and above 10 a share for the first time in 3-1/2 years.

TripAdvisor (TRIP) gapped up to a 15% gain, snatching the early lead among IBD 50 stocks. The online travel information aggregator reported second-quarter results after Wednesday's close, clearing analyst earnings and revenue expectations by wide margins.

Thursday's breakout hoisted shares nearly 7% above a 65.51 buy point in a flat base.

Also on the IBD 50 list, Oceaneering International (OII) popped 4% in heavy trade. The underwater engineering service firm, which operates one of the energy industry's largest fleets of remotely operated submarine vehicles, reported second-quarter results comfortably above expectations. The gap up put shares just below their July 22 high and 4% above a 76.70 buy point from a flat base.

On the IBD 50's downside, drugmaker Santarus (SNTS) plummeted 7% in fast trade. That put the stock even with its 50-day line and 7% below a 24.10 buy point from a cup base.

For 'Fruitvale Station' director, film school and football pay off

LOS ANGELES (Reuters) - Two years out of the University of Southern California's film school, Ryan Coogler is still paying down his debt.

That may not be the case for long. Coogler's first feature film, "Fruitvale Station," goes into wide U.S. release this weekend, having earned universal acclaim from critics, awards at the Sundance and Cannes film festivals and some early Oscar buzz. Coogler, 27, wrote the script and directed the independent drama, while Oscar-winning actor Forest Whitaker produces.

Add to that auspicious start a timely release. The real-life story of Oscar Grant, a young black man shot to death by a white transit policeman, hits theaters in the midst of a heated debate about race after the acquittal of a white and Hispanic neighborhood watch volunteer for the killing of black teenager Trayvon Martin.

The timing is just a coincidence, Coogler says, but he believes what happened to 22-year-old Grant at the Fruitvale commuter rail station in Oakland, California, on New Year's Day 2009 still resonates today, in part because of gun violence involving African-American men, as both victims and perpetrators.

Coogler, also an African-American from Oakland, was 22 when an unarmed Grant, lying on his stomach, was shot to death on a train platform after transit police detained him following a fight on a train. Coogler knew it was a story he wanted to tell.

"I learned at film school that, because it is such a difficult process, to always make stuff that really matters to me, to make films like they are the last film you will ever make," Coogler told Reuters.

And he learned to choose subject matter that is "not only close to you and impacts you emotionally but subject matter that you are curious about."

The film opens with the actual mobile phone video of the incident and the chilling pop of the fatal gunshot. It then jumps back to chronicle Grant's final day.

Michael B. Jordan, of TV show "Friday Night Lights," plays Grant, a loving father and struggling ex-con. Octavia Spencer, an Oscar winner for her role in "The Help," plays the mother who fears for his safety.

The other big takeaway for Coogler at film school was that filmmaking is a team sport, much like the football he loved.

"When I came to film school in L.A., I had just finished playing my last season of college football, and I missed it, deeply," he said.

With his incoming class, he found a group of filmmakers from all over the world with whom he began "crewing up and working on each other's films." He brought a half dozen of them aboard for "Fruitvale Station."

'A STANDOUT FROM DAY ONE'

Coogler calls the three-year graduate program at USC's School of Cinematic Arts "really expensive." Tuition for three years runs between $72,000 and $85,000 plus additional supplies and living expenses, the school says.

"I am still pretty heavy in debt," he said. "Most of us who graduate have something like a mortgage to pay back. It can be close to six figures."

Coogler did earn some scholarships while there, including the coveted Jack Nicholson award. "Coog," as he is known there, caught the faculty's eye early.

"He was clearly just a standout from day one," said John Watson, who had Coogler in his production class for two years. "It wasn't just his abilities, which are fantastic. It was his attitude. He had the ability to make everybody feel like he's their best friend."

In his second year, Coogler's short film "Locks" was accepted into the Cannes Film Festival and he didn't have the means to go. The school mobilized to collect travel money and the dean paid for his flight, Watson said.

While making "Fruitvale" after he graduated he kept in close touch with the school and even asked 10 faculty members to assemble to critique a near final cut. His success has played a part in inspiring other students to make films this summer.

"Nobody, including me or him, thought that it would happen as fast as it did," Watson said. "But as soon as I saw the first draft of 'Fruitvale' I knew he had something special and that Forest immediately responded to."

Coogler has been crisscrossing the country, promoting the film with distributor The Weinstein Company and working on his next film projects, one of which is about high school football.

He says he doesn't think about Oscar nominations, even after favorable reviews across-the-board from the likes of the New York Times, the New Yorker and the Los Angeles Times, whose film critic Kenneth Turan said it was "more than a remarkable directing debut ... it's an outstanding film by any standard."

"I am always the most surprised person, because the film came so close to not even being made, like so many independent films," Coogler said.

His reward, he said, is the opportunity to tell people what happened on an Oakland train platform four years ago and give them the perspective that comes from "spending time with a character like Oscar."

UEFI, Windows 8, and video cards

Okay, this question may seem a bit strange, but I'm still new to figuring out how the differences between UEFI-based setups and BIOS-based setups factor in when dealing with a certain thing called installing hardware.

?

I'm planning on buying a Radeon HD 4870 off someone (primarily because I'm getting a card that's still pretty good by today's standards for the price of a card that is entry-level by today's standards), and I've been seeing horror stories here and there about how secure boot and stuff like that can cause things to go screwy when installing an add-on video card. I have an Asus B75 motherboard and an Ivy Bridge processor (so yes, everything's still pretty new under the hood) with Windows 8 installed in UEFI mode (note, I do?not?use secure boot)

?

Is there anything I really need to watch out for aside from the usual things that happen when you install a video card, or not really?

Attorneys for fund head Cohen refute SEC charges

WASHINGTON (AP) ? Attorneys for hedge-fund manager Steven A. Cohen are disputing federal civil charges that he failed to prevent insider trading at SAC Capital Advisors, saying he didn't read an email at the center of the allegations.

Cohen's lawyers call the Securities and Exchange Commission's charges "unfounded" in a paper sent Monday to employees of the firm.

The SEC said Friday that two of Cohen's portfolio managers gave him information in 2008 that suggested they had access to inside data. Cohen, 57, faces possible fines and could be barred from managing investor funds. He has until Aug. 8 to formally respond to the allegations.

His lawyers say he "had every reason to believe" that one of the managers used only public information and that he didn't read the email from the other manager.

Stamford, Conn.-based SAC Capital, which until recently managed more than $15 billion in assets, is at the center of the biggest insider trading fraud cases in history.

The SEC says Cohen failed to prevent the two managers from illegally reaping profits and avoiding losses of more than $275 million. Rather than raise any red flags, Cohen praised one of the managers and rewarded the other with a $9 million bonus, the SEC said.

Part of the case hinges on an August 2008 email that included advance information on Dell Inc.'s quarterly earnings. The SEC says it was sent to one of the two SAC portfolio managers and forwarded to Cohen. Minutes after it was forwarded, Cohen began selling his $11 million holdings of Dell stock, the SEC alleges.

Cohen's lawyers say in the paper that he didn't read the email and wasn't told about it. Cohen received hundreds of emails a day and he didn't read most of them, they say.

They say that Cohen decided to sell his Dell stock for "unquestionably legitimate reasons." That was because he became aware that a portfolio manager at an SAC affiliate, who had originally recommended that Cohen buy Dell stock, was selling a portion of his Dell stock.

The lawyers also note that the email is based on a second-hand interpretation of the information and doesn't identify the source. So even if Cohen had read it, he wouldn't have known it contained confidential information, the say.

"Steve Cohen did nothing wrong, and any fair review of the evidence will show that the SEC's charges are unfounded," his lawyers said.

The case will be heard on Aug. 26 before an administrative law judge at the SEC.

A federal judge in the Western Dis??trict of New York has decertified a class of outside salespeople who alleged they were misclassified, citing two recent Supreme Court decisions.

In April this year, the Supreme Court ruled in Comcast v. Behrend that plaintiffs must show that class-wide remedies are available in order for a class-action lawsuit to move forward.

In the 2011 landmark case Dukes v. Wal-Mart, the court said class-action settlements must offer common an??swers to common questions. If class members face many different issues, then they must be litigated individually, not via a class action.

In Tracy v. NVR, Inc., the Western District court found that the outside salespeople who made up the class raised very different issues and performed their work in diverse environments.

The court concluded, ?the interests of judicial economy would not be served by the hundreds of fact-?intensive ?mini-trials? that a class action of this nature would require.?

Internet service providers in Britain will be asked to automatically block access to pornography sites unless customers opt in, Prime Minister David Cameron announced Monday.

Cameron announced the move as part of measures to stop extreme sexual images he said were "corroding childhood." Critics, however, said the measures were at best hard to implement and at worst a form of censorship.

In a speech to a children's charity, Cameron said that "family-friendly" filters would become the default setting for new customers by the end of the year, and only account-holders would be able to change them.

He also announced a proposal to make it a crime to possess violent pornography containing simulated rape scenes, and said Google and other search engines would be asked to block searches based on certain phrases.

Anti-pornography activists welcomed the announcement,

"This isn't about censorship or restricting freedom, it's simply about protecting children whilst allowing adults to do as they choose within the law," said Peter Wanless, chief executive officer of the National Society for the Prevention of Cruelty to Children.

Cameron said it was not entirely clear how the measures would work, but service providers should be able to come up with solutions.

"If there are technical obstacles to acting on this, don't just stand by and say nothing can be done; use your great brains to overcome them," he said.

"You're the people who have worked out how to map almost every inch of the earth from space, who have algorithms that make sense of vast quantities of information. You're the people who take pride in doing what they say can't be done."

But Padraig Reidy of free-speech group Index on Censorship said the proposals amounted to "a kind of default censorship."

"If a filter is set up as a default then it can really restrict what people can see legitimately," he told BBC radio. "Sites about sexual health, about sexuality and so on, will get caught up in the same filters as pornography. It will really restrict people's experience on the web, including children's."

Columnist Nick Cohen, of the Spectator magazine, said recent disclosures about government snooping should make people wary of giving companies and authorities personal information ? such as a desire to view pornography.

"The expansion of legislation prohibiting pornographic images may sound equally reasonable until you remember it gives more powers to police and prosecutors," he wrote. "The record shows they cannot be trusted to use them justly."

RWE to close new UK biomass plant units on Wednesday

LONDON (Reuters) - Two units at RWE npower's Tilbury biomass power plant in Britain will stop operating early on Wednesday, the utility said on Tuesday following its decision earlier this month to end investment in the converted station.

Units 9 and 10 at the 750-megawatt (MW) station, which was converted from coal to biomass only last year, will cease operations at 0600 BST on Wednesday, RWE npower said in a statement to the wholesale power market.

The plant's third unit is currently offline for work unrelated to the shutdown and could resume output as soon as Tuesday evening, a spokeswoman said.

The unit is still scheduled to shut down fully over the coming weeks, she added.

RWE npower said on July 8 its investment decision was based on low electricity prices and a lack of funding from its German parent company.

The firm added that it was open to other investors taking over the station, which employs around 225 staff.

The Tilbury coal-fired plant was allocated a limited number of operating hours under EU-wide environmental laws. After the conversion, the hours, which expire on Wednesday, were transferred to the biomass plant.

The project was closed for several months last year after a fire broke out in the building where wood pellets are stored.

'Doctor Who' writer: No word on next doctor

SAN DIEGO (AP) ? The question of whom the next Doctor Who is remains a mystery, for now.

But fans of Matt Smith and his predecessor will be ecstatic once official footage of the 50th anniversary special airs because both doctors are in it, sharing many scenes, lines and scenery, too.

Steve Moffat, Doctor Who's showrunner, touted the footage ? so far shown only Sunday at Comic-Con International ? but asked the crowd to not share it on social media or else "there will be no more Comic-Con exclusives from 'Doctor Who' or 'Sherlock.'"

He said that recordings of the "Sherlock" preview were posted onto Tumblr with minutes of airing.

"Can you promise, as 6,000 of my Comic-Con friends, to do this?" he asked before the lights dimmed ahead of the preview. The special is due in November.

The crowd in Hall H was not disappointed in what it saw from the BBC America show.

It boasted lots of scenes between Smith, whose tenure as the Doctor ends in the special, and his predecessor David Tennant. Also featured was Billie Piper, who played Rose Tyler, the companion to Tennant's 10th doctor and, before that, Chris Ecclestone's ninth doctor.

There we scant details as to the plot, but the crowd was rapturous.

"There are lots of things that we have been setting for the 50th in Matt's final episode," Moffat said. Asked by a fan if Capt. Jack Harkness, who was played by John Barrowman, would return Moffat demurred.

"Well, you can't put everybody in the 50th!" he said, drawing laughs.

"If we have a great idea for Capt. Jack, he will come back," Moffat said.

When asked by moderator Craig Ferguson whether Smith's replacement had been selected, Moffat said, "We haven't done that yet."

Moffat noted that finding the right actor would be hard, paying respect to Smith's work in the role and the odd nature of the character, too.

"He's the same man. Each actor that plays it comes with a different emotional background," Moffat said of the regenerating Time Lord whose incarnations since the show began in 1963 have counted 11 actors. "There is only one doctor. He has lots of different faces."

For Smith, the panel was a chance to reminisce and bask in adulation from a crowd that has made his doctor their own.

"It changed everything: My life, my family's life," he recalled of the role. "I'm proud and grateful to be part of it. ... Also, because I am on the way out, I just wanted to say 'Thank you, for all your support."

The Xbox One is set to release with the same guidelines for indie gaming that currently stand?on the Xbox 360. While that may have worked for last generation, it likely?won?t in?the future. The company?s position on indie games needs to change.

Thanks to all of the consumer backlash that followed the announcement of the Xbox One, for better or worse, Microsoft pulled a?180 on almost all of its new policies surrounding DRM, physical media and connectivity.

However, there?s one wall that?s yet to come down, and that?s the one surrounding Microsoft?s stance on indie games and the Xbox One.

If you make indie games and want to sell them on the Xbox One, as it stands now, things won?t be easy. You?ll need to be published by either a larger third party publisher, or by Microsoft Studios directly.?In other words, Microsoft won?t work with you in order to self publish your games. You?ll need a bigger backer from a list of approved publishers to get the ball rolling, and that stands in stark contrast with what can be done on the PlayStation 4, Wii U and, of course, the PC.

Then there?s what bigger independent developers have to say regarding Microsoft?s policy decisions with the Xbox One. Here?s Lorne Lanning, co-founder and current head of Oddworld Inhabitants, in an interview published by VG247 yesterday.

?At the business level, Microsoft isn?t acknowledging people like us?It?s as if we don?t matter.?

Lanning went even further to suggest that those responsible for these policies should get the collective boot.

?Whoever their PR people are, whoever their marketing agents are, they should fire them all. That?s where they should start. There should be a big, mass firing and they should publicise that. Then they?d get people saying, ?Hey, maybe there?s going to be a good change.??

The Failing AAA Model

Sure, big blockbuster games currently stand as the money makers for consoles. The massive projects that cost tons of money to produce, market and release are the current standard for console gaming.

That model, though, is changing.

For most large?publishers, the decision to create a game hinges on risk. Risky properties and ideas might not succeed in the marketplace. Publishers don?t want to dump millions and millions into an?idea that has a strong chance of underperforming, so they go with the safe bet:?shooters and established IPs.

The bad news? The?AAA model is getting a bit too big for its britches. I covered this in a previous feature here on Crave, so I?ll point towards a little logic from that article to prove my point.

Publishers toss so much money at these games and their development that it becomes almost impossible to turn a profit. Not every game is Halo, Call of Duty or Grand Theft Auto. Those titles sell based on their franchise history alone. They will easily clear five million copies at retail during their first few days and weeks.

Everything else dying to be AAA has been sent out to die. Look back at the recent Tomb Raider relaunch from Crystal Dynamics and Square Enix. This was an incredible, incredible game. We loved it here at Crave.

Well within its first month at retail, Square Enix announced that Tomb Raider had sold nearly 3.5 million copies. 3.5 MILLION. Guess what? It missed projections.

AAA gaming as we know it is fading away. The next wave will be all about in-house exclusives and independently built masterpieces.

Interest in Indie Games is Growing

The real clinching point? People want indie games. They want to love the unique ideas, interesting mechanics and completely foreign methods of play. In a market that?s become oversaturated with shooters, racers and generic adventures, indie games serve as a change of pace.

Look at the games Sony brought on stage during its?E3 presentation just over a month ago. The company announced PlayStation 4 versions of crazy titles like Octodad: Dadliest Catch, Ray?s The Dead, Secret Ponchos, Outlast, Don?t Starve and Mercenary Kings.

These are all wild and unique games that people genuinely want to play. They glow with?passion and inspiration. They are the wave of things to come.

NBA: World is at Peace even after the Lakers amnesty

Less than a week removed from officially ending his time with the Lakers, Metta World Peace stepped foot Friday on the set of Hallmark Channel's "Home and Family" at Universal Studios as if nothing changed.

World Peace maintained his gracious personality. In between segments, various actors thanked him for his four seasons with the Lakers, who he helped guide to the 2010 NBA championship, raised funds for mental health charities and kept everyone laughing along the way. At no point did World Peace sound bitter surrounding the circumstances that led to the Lakers waiving him through the amnesty provision.

For one, World Peace said he feels "blessed" he signed with the New York Knicks to a two-year deal worth $3.2 million, including a player option his second season. The former Ron Artest grew up in the Queensbridge section of New York and played at St. John's University. He also called the Lakers "smart" for waiving him, a cost-cutting move that saved them as much as $15 million in luxury taxes.

"If I was the franchise (player), it's different," World Peace said in an interview with this newspaper. "But not being the franchise (player), they have to make a decision. They made a good decision."

Shedding ties with World Peace didn't give the Lakers additional cap flexibility to acquire another player. The Lakers replaced him by signing

former USC standout Nick Young to a two-year deal at the veteran's minimum.

He's considered a vast offensive upgrade to World Peace, whose 9.94 points in four seasons with the Lakers came on 40.2 percent shooting. But World Peace's absence coupled with Dwight Howard's departure to the Houston Rockets left the Lakers vulnerable on defense.

World Peace downplayed that reality.

"Things weren't clicking," World Peace reasoned for the Lakers' first-round sweep to the San Antonio Spurs. "I always knew Dwight was going to Houston because things weren't clicking. Once Kobe (Bryant) said he can come back for three years, I knew Dwight was going to Houston."

How did he know?

"It's about clicking," World Peace said. "Dwight doesn't want to be the guy. Dwight had flaws like anybody. But Dwight just wanted to be comfortable. He wasn't comfortable."

Meanwhile, World Peace remained one of the few bright spots of an otherwise disappointing Lakers season.

His improved conditioning contributed to him averaging 12.4 points, his highest output with the Lakers. But he became limited when he returned 12 days after having surgery to treat torn cartilage on his left knee.

World Peace averaged only six points a game and shot 25 percent in the playoffs.

"I thought I was going to finish my career as a Laker," World Peace said. "Sometimes it doesn't work that way."

Shortly after hearing about his departure, World Peace called general manager Mitch Kupchak and asked if he could serve as an unofficial coach to any of the current players. World Peace said Kupchak granted him access to the Lakers' facility to train should he retire, giving him an avenue to fulfill that job description.

But those plans quickly changed.

World Peace narrowed his choices down to three scenarios. He talked with former Houston Rockets teammate Yao Ming about playing with his Chinese Basketball Association team in Shanghi. World Peace insisted he considered playing arena football out of curiosity. He then talked with the Knicks this week.

What about the Clippers?

"I'm the biggest Lakers and Clippers fan ever. But I didn't want to," World Peace said. "I loved Chris Paul and Matt Barnes. But I was avoiding his calls. (Barnes) was going to convince me to play with the Clippers."

World Peace sounded different about the Lakers, though.

His defining moment came with his Game 7 performance of the 2010 NBA title against the Boston Celtics. He had 20 points and five steals.

Instead of taking credit, World Peace sounded more interested in calling the late Lakers owner Jerry Buss "a winner" and praising the inspiring speeches from former Lakers guard Derek Fisher.

"I enjoyed deferring to my teammates and enjoyed not looking good for the benefit of the team," World Peace said. "Without Kobe, Pau (Gasol), Phil (Jackson) and Derek, I don't win a ring. It's that simple. I don't care what anybody says that I won Game 7. That's not true. Without those guys, I wasn't going to win."

Had that happened, World Peace may not have had the same platform to benefit mental health charities. He publicly thanked his psychologist in the Game 7 post-game press conference. World Peace then auctioned off his championship ring, raising more than $600,000 to benefit mental health charities.

To benefit his foundation Xcel University, World Peace recently penned a children's book and will sign copies of them next Tuesday at 7 p.m. at the Grove. World Peace also plans to make similar inroads in New York, including hosting a comedy show Sept. 12.

"Without the Lakers, I wouldn't have a platform," he said. "It helped my brand in helping people."
