Ringed and bearded ice seal populations listed under the Endangered Species Act

Dec. 30, 2012 ? NOAA Fisheries announced on December 21, in compliance with a court ordered deadline, its final listing decision for four subspecies of ringed seals and two distinct population segments (DPSs) of bearded seals under the Endangered Species Act. Specifically, in line with the proposal, NOAA will list as threatened the Beringia and Okhotsk DPSs of bearded seals and the Arctic, Okhotsk, and Baltic subspecies of ringed seals. The Ladoga subspecies of ringed seals will be listed as endangered. The species that exist in U.S. waters (Arctic ringed seals and the Beringia DPS of bearded seals) are already protected under the Marine Mammal Protection Act.

This science-based listing decision will not result in any immediate restrictions on human activities; however, Federal agencies that permit or fund projects that may affect a listed species must consult with NOAA Fisheries to ensure the existence of the species is not jeopardized. In addition, this listing will have no impact on the subsistence harvest of ice seals by Alaska Natives, a practice that is central to the traditional culture and nutrition in many Alaskan Native coastal communities.

"Our scientists undertook an extensive review of the best scientific and commercial data. They concluded that a significant decrease in sea ice is probable later this century and that these changes will likely cause these seal populations to decline," said Jon Kurland, protected resources director for NOAA Fisheries' Alaska region. "We look forward to working with the State of Alaska, our Alaska Native co-management partners, and the public as we work toward designating critical habitat for these seals."

NOAA will work with local, state and Native partners, as well as the public to help determine whether to propose critical habitat designations for Arctic ringed seals and the Beringia DPS of bearded seals. This decision will happen at a later date, after compiling significant additional scientific and economic data and public input. Earlier this year, the President directed that any future designations of critical habitat carefully consider all public comments on relevant science and economic impact, including those that suggest methods for minimizing regulatory burdens. Any potential future critical habitat designation will include a full analysis of economic impact, including impact on jobs, and will strive, to the extent permitted by law, to avoid unnecessary burdens and costs on states, tribes, localities, and the private sector.

Ringed and bearded seals depend on sea ice and snow to survive. After a comprehensive review of the best available science including climate models developed by the Intergovernmental Panel on Climate Change, NOAA has concluded that sea ice and snow cover are likely to further decrease in the foreseeable future resulting in population declines that threaten the survival of these seals.

Ringed seals nurse and protect their pups in snow caves, which are threatened by late ice formation in the fall, rain-on-snow events in the late winter, earlier break-up of spring ice, as well as decreasing snow depths, which are projected to be too shallow for snow cave formation by the end of the century. Both ringed seals and bearded seals rely on sea ice for extended periods during molting, and bearded seals live on sea ice during critical months for breeding, whelping, and nursing. Sea ice is projected to shrink both in extent and duration, with bearded seals finding inadequate ice even if they move north.

NOAA Fisheries proposed the listings in December 2010 and provided opportunities for public input through public comment periods and during public hearings held in Anchorage, Barrow, and Nome. In accordance with NOAA's Policy for Peer Review in ESA Activities, the agency also solicited comments from peer reviewers on each of the proposed rules. In December 2011, NOAA administratively extended the deadline for final listing determinations six months to June 2012 to allow for additional consideration of relevant science and information. In November 2012, the Alaska district court ordered NOAA to respond to a complaint about further delay by December 21, 2012.

The Endangered Species Act defines an endangered species as "any species which is in danger of extinction throughout all or a significant portion of its range." A threatened species is "any species which is likely to become an endangered species within the foreseeable future throughout all or a significant portion of its range."

The Endangered Species Act requires species listed as endangered to receive the full protection under the Act to prevent extinction, including a prohibition against "take," which includes harassing, harming, pursuing, wounding, killing, trapping, capturing, or collecting. These protections may also be established for threatened species to prevent them from becoming endangered, but NOAA does not propose pursuing such a rule at this time.

In the last decades of the nineteenth century, thanks to the Comillas Lord, the town became a hub of the?incipient Catalan Modernism. The seminary began with some sketches of Jesuit and Engineer Miguel de?Alcolado, later on Joan Martorell and Lluis Domenech i Montaner started to work in the project giving the?building the monumental and desired style.

The building has an academic style plan, with two cloisters with functional rooms and a central body with?significant institutional spaces.?After its abandonment in the 90s, it was in a terrible condition. The most remarkable architectural spaces,?the lobby, the main hall and the church facades had minimal alterations, although they presented a?significant deterioration due to time and lack of use. The rest of the spaces had suffered multiple?interventions that trumped the apparent clarity that promises cloistered architectural type. The diseases?caused by an extremely experimental construction at the time demanded swift action.?The project proposes two complementary intervention degrees in two different areas of the building.

The project proposes two complementary intervention degrees in two different areas of the building.?On one hand, the maintenance and conservation of most artistic spaces, located in the central body,?with extensive renovation to restore its original splendor. The intervention is enriched with small specific?actions intended to qualify and reclaim the spaces. We open holes looking for permeability between?parts of the building, the church gets greater formal autonomy. We design new walls and floors which?naturally mixed with the modernist elements and we recreate a magical space in the mansard on the?auditorium.

On the other hand, it raises a more intensive rehabilitation in the cloisters, trying to transform its oppressive?character. We consider there is no need here to keep the same effort restorer we decide to operate?more freely, introducing new programs and technologies as required. We demolish most of the building?and built in vacuum. The brick walls remaining acquire all its expressiveness. We solve most of the project?technical aspects with a new wall, following the traces of the old and obsolete intermediate one.

Ground Floor Plan

The new wall articulates the relationship between visual and functional halls and cloisters, through the?systematic order of their holes. The wall consists of two canvases where white concrete slabs are?supported and they also brace the restored original facades. The wall section organized the intervention?and allows for its hollow interior, breathe and run all the installations. A smooth wall, as a ?stucco??concrete reflects light and contrasts with the marked masonry texture of the original walls. The wall is?folded on the top floor creating a large canopy.

There, we create a glazed perimeter gallery that?enhances the functionality of the rooms of this floor, qualified by the demolitions of the mansard slab,?converting the attics in unexpected skylights.?The different floors were arranged according to the new wall and the position of the cores and services,?which are arranged precisely at the towers, generating flexible spaces that can be allocated to multiple?uses. The new spaces are complemented by the church, which should become the great hall.

New uses require a large space for service installations. This new building appears under the old football?pitch, taking advantage of the topography, in a long block with the same length as the Seminar.?In the rehabilitation of the central body and the facades, it is worth remark the different structural?interventions, artisanal glass restorations, paintings, bronzes, plasters ? and the emergence of new?materials in situ terrazzo, walnut baseboards, Cumella tiles ? In the cloisters, the concrete of the slabs?and the wall gain all the attention, contrasting with the whitewashed historic factory. Pavements are?made of Douglas pine and we solve the roof with deep beams of reinforced masonry.?In the first phase, it has been rehabilitated the eastern cloister and the central body. We hope that we?can continue the works to recover this important building.

Tornado WATCH for Horry, Georgetown Co.

GRAND STRAND, SC (WMBF) - The Tornado Watch has been canceled in the Pee Dee but remains in effect for Horry and Georgetown counties until 5 p.m.

Around 12:30 p.m. they also issued a TORNADO WARNING for Robeson County until 1 p.m. That warning was canceled as the storm moved quickly out of that area.

The Tornado Watch has been canceled for everyone EXCEPT Horry and Georgetown counties.

Areas of the deep south experienced this severe weather on Christmas with an unofficial count of at least 30 reported tornadoes. These conditions will continue to affect drivers hitting the roads as the storms pass through the Carolinas.

WMBF Storm Team Meteorologist Jamie Arnold warns that the biggest concern for travelers will be strong winds at 60 mph or higher.

"Our probabilities for tornadoes are unusually high. Obviously late December you don't think of as your typical severe weather season but this is a very dynamic storm system," Arnold explains. "It's already produced a record number of tornadoes so far on Christmas day and we're going to see that threat continue into the Carolina's."

To break down the threat, Arnold says that areas along I-95 from Darlington to Bennettsville may experience effects as early as 9 a.m. Other inland areas from Florence to Marion can expect severe storms from 11 a.m. until around 12 p.m. Wednesday.

Coastal areas from Whiteville, to Conway and Murrells Inlet to Georgetown should be prepared for severe weather from 12 p.m. until 3 p.m.

Arnold says the system should move out of the Grand Strand around 4 p.m. Wednesday.

Race to beat wind energy deadline

US energy companies are racing to install wind turbines before a federal tax credit expires at the end of this year.

Experts say that wind power has exceeded the construction of natural gas plants in recent months.

However the financial incentive for wind could be lost as congress struggles to avoid financial deadlock.

Even if the credit is extended it is expected that new installations will decline in 2013.

According to industry analysts, the federal government's production tax credit has played an important role in the expansion of wind energy across the US since it was first introduced in 1992.

At that point there was less than 1.5 gigawatts of power generating capacity provided by wind across the country. That figure has grown dramatically. This year has seen around 12 gigawatts of wind power capacity installed, outpacing even natural gas projects which have boomed on the back of cheap shale.

The government subsidy works out at 2.2 cents per kilowatt hour of power produced over ten years. This amounts to around $1m (?620,000) for every large turbine. However the deadline is absolute - to get the money the blades on new installations must be turning and generating power before the 31st of December.

"There's a lot of rushing right now to get projects completed by the end of the year," says Rob Gramlich, senior vice president at the American Wind Energy Association.

"It is not a great way to run a business with this policy-induced uncertainty."

The tax credit has proved contentious with some lawmakers criticising it as too generous. It lapsed previously in 1999, 2001 and 2003. Each time it lead to a collapse in new construction.

The American Wind Energy Association are hoping the tax credit will be passed as part of a compromise package of legislation to help the US avoid the so-called fiscal cliff. The say the most likely outcome is a short term extension of the subsidy.

"There's a good chance we could get this extension, it is very hard to predict, but the industry is not making bets on the Congress getting it done," says Mr Gramlich,

Even if there is an extension there is likely to be a significant curtailment of wind installations in 2013. Wind energy companies say they need longer time frames to negotiate deals to sell the power they generate.

Iberdrola Renewables is the second largest developer of wind power projects in the United States. The company is racing to finalise new wind installations in Massachusetts and New Hampshire.

However the prospects for new turbines in 2013 are slim according to Paul Copleman, communications manager for Iberdrola.

"Even if the tax credit is extended, our new construction plans likely will be ramped back substantially in 2013 compared with the last few years. So much time has passed without certainty that a normal one-year extension would not be a game-changer for our 2013 build plans."

Some analysts argue that all subsidies to wind should end and the industry should stand on its own two feet. They say that the current arrangements mean that energy companies continue to make money even when there is a surplus of wind and the market price is negative.

Dan Kish is with the Institute for Energy Research, a body long critical of subsidies for renewables. He told BBC News the extension of the tax credit was expensive, unnecessary and destabilising to the electricity grid.

"Wind produces power at a fraction of its stated capacity, and is increasingly adding unnecessary costs to consumers, just as it is in the UK," he said

"They are creations of government and serve only to make their builders and owners wealthy at the expense of the public."

Acronis Backup & Recovery stores and recovers drives, partitions, folders, and files in more different ways than any other software I've ever seen, and, if you're willing to learn to navigate its complex menus and obscure options, you may never want anything else. I'm deeply impressed by its corporate-level power and versatility, by its ability to back up and restore anything from individual files to images of whole drives, and to back up to any imaginable location. I'm less impressed by its interface and ease of use, but its power and range are enough to make it our Editors' Choice for local backup software. That doesn't mean it's perfect, and you'll find plenty of complaints about it in the rest of this review, but it's the one backup app that has all the features needed for today's hardware and software, and, as a bonus, it has a distinct speed advantage over its rivals.

Installation and Getting Started
You'll get an idea of Acronis's range of features when you watch it being installed, and adding command-line tools and background services together with the main application and an emergency-disk builder utility. And you get an idea of the technical savvy that went into the program when you find that, unlike most other backup apps, Acronis doesn't require you to reboot after installing. When you first start up the app, it prompts you to create emergency boot media, a process that presents you with many expert-level options to choose among, including the options to create 64-bit media with up-to-date UEFI boot-loader support or traditional 32-bit media for widest compatibility with older systems. The Backup & Recovery app itself has a spacious clean-looking interface, but I found that the clean look tended to mask the often confusing details behind it.

Backing Up
Like Paragon Backup & Recovery, Acronis supports backups on local disks, network locations, FTP and SFT servers, but Acronis, unlike Paragon, also offers its own proprietary online backup service. The online service offers a 60-day free trial so you can test whether you like it before paying for it. I thought I had enough experience with online services to set up an online backup to Acronis's service without reading the downloadable manual for the service, but after two or three failed attempts to setup an online backup job, I gave in and downloaded the manual, as Acronis had recommended, and I think you should too, because Acronis's interface doesn't make things easy.

Instead of managing the whole process by following links from a single dialog box with a clear workflow to follow, I had to go to one dialog where I created an online "Vault" and then navigate to a different dialog where I could, after some effort, set up that Vault as a destination for a backup job. It would have made more sense to let me create a Vault as part of the same process of creating a backup job, but that wasn't an option. Fortunately, it's much simpler to create a backup job that saves the backup to a local or network disk?you specify the backup location from the same menu where you set up all the other details of the job.

When selecting partitions or folders that I wanted to back up, I had to work my way through menus that were sometimes less informative than they could have been. For example, my desktop machine uses an SSD for its boot drive, a traditional disk for data partitions, and a USB 3.0-attached disk for local backups, but Acronis's main "What to backup" menu listed them only as Disk 1, Disk 2, Disk 3, without even showing their manufacturer or part number so that I could guess which was which. Worse, if I wanted to see what was on each disk, I couldn't simply click on the disk name. Instead, I had to click a separate "Items to back up?" item that opened a two-pane tree-structured list of partitions, folders, and files on each.

This tree-structured list of partitions, folders, and files caused some problems of its own. For example, if I wanted to select individual files to back up or restore within a folder, I couldn't simply click the folder name in the right pane of the two-pane interface. I had to find the same folder in the left pane and click on it there before the right-pane would show a list of files. I know that other apps use a similar interface, but Windows Explorer doesn't force you to switch between panes when you want to view the contents of a folder.

Should President Obama label the Westboro Baptist Church a hate group?

The "God Hates Fags" gang most recently threatened to picket funerals for the victims of the school shooting in Newtown, Conn.

More than 260,000 people have signed a White House petition to designate the Westboro Baptist Church ? notorious for picketing soldiers' funerals with signs reading "God Hates Fags" and "Thank God for Dead Soldiers" ? as a hate group. The petition, the most popular so far to be submitted to the Obama administration's "We the People" site, came in response to the church's threat to picket funerals for the victims of the school shooting in Newtown, Conn., which the church views as God's punishment for America's tolerance of homosexuality. "Westboro will picket Sandy Hook Elementary School to sing praise to God for the glory of his work in executing his judgment," tweeted church spokesman Shirley Phelps-Roger on Dec. 15. (It appears the group did not follow through on that vow.)

A petition needs only 25,000 signatures to require a response from the White House, which means Obama's team will have to consider whether the church's hateful rants qualify it as a hate group. Such a move would strip the church, which is largely composed of leader Fred Phelps' family, of its tax-exempt status, and could lead to more severe legal penalties if the group is ever convicted of breaking the law. Westboro has already been designated a hate group by the Southern Poverty Law Center and other civil rights groups."Their actions have been directed at many groups, including homosexuals, military, Jewish people and even other Christians," according to the petition. "They pose a threat to the welfare and treatment of others and will not improve without some form of imposed regulation."

As if the massacre at Newtown wasn't enough of a nightmare, it's utterly loathsome to imagine throwing in a bunch of gay-bashers dancing on the graves of dead babies. But anti-gay sentiment is hardly new in America. And as WalkerBragman at DailyKos notes, Westboro is "not the first to blame homosexuality for catastrophic events. Jerry Falwell famously blamed 'the gays' for 9/11." Indeed, the Supreme Court has already ruled that Westboro's demonstrations are protected by the First Amendment, which prompted Congress to pass a law that requires protests to be held at least 300 feet away from military funerals.

So while it's refreshing to see a White House petition that isn't laughably ridiculous ? like trying to deport CNN anchor Piers Morgan ? it seems unlikely that the Obama administration will grant hate status to a group that, so far as anyone knows, hasn't threatened violence or committed any illegal acts.

'Slight improvement' for George H.W. Bush

Former President George H.W. Bush didn't get to celebrate Christmas at home with his family, but doctors saw a "slight improvement" in the 88-year-old on Wednesday after his nearly month-long hospital stay, his spokesman told NBC News.

Bush was admitted to?Houston's Methodist Hospital in the Texas Medical Center on Nov. 29?for complications related to bronchitis. After initial expectations that he would be hospitalized for only a few days proved to be wrong, doctors said through a hospital statement on Dec. 13 that they expected Bush would "be able to?celebrate Christmas at home with his family -- though no release date has been set at this time."

But the 41st president remained at The Methodist Hospital -- where he was visited by his wife, Barbara, his son, Neil, Neil's wife, and his grandson, Pierce -- all of whom brought him a meal of Chinese food for Christmas dinner, The Houston Chronicle reported.


He also received gifts, emails, and telephone calls from family members and close friends, NBC's Janet Shamlian reported.

On Wednesday, Bush spokesman Jim McGrath told NBC News that doctors saw a "slight improvement" in Bush's condition that morning, but also reiterated that there had been no discussion of a discharge date for him.

The spokesman added that Dorothy Bush, his daughter, would be visiting Wednesday, and George W. Bush, the 43rd president, would be visiting soon.

Bronchitis is a common condition in which the bronchial tubes in the lungs become inflamed and produce mucus, which creates the need to cough, according to the Centers for Disease Control and Prevention. It can turn serious in people with weak immune systems, including children and the elderly. Symptoms such as chest pain, weakness and coughing typically last two weeks, but can linger for as long as two months.?

In the weeks since he was admitted, Bush has had a low-grade fever, but doctors have said they are "cautiously optimistic" he will recover, Shamlian reported.

George Kovacik, a hospital spokesman, said in a statement earlier this week that Bush was in stable condition.?

?His doctors feel he should build up his energy before going home. They remain optimistic about his full recovery and are being extra cautious with his care,? the statement said.

The writer-director-producer, who has pumped blood into the second iteration of the Mission: Impossible series and fully revived Star Trek for the big screen, told Empire magazine that while he met with new series producer Kathleen Kennedy about involvement in Star Wars: Episode VII, he decided against hopping aboard.

"There were the very early conversations, and I quickly said that, because of my loyalty to Star Trek and also just being a fan, I wouldn't even want to be involved in the next version of those things," he told the magazine. Abrams has said that while he grew up as a major Star Wars fan, he was not particularly in love with Star Trek, which made it easier to reboot the saga -- which now stars Chris Pine as Captain Kirk and Zachary Quinto as Spock -- for the 21st century.

His next Trek movie, Star Trek Into Darkness, is set to hit theaters in June. The first film, released in 2009, took in $385 million worldwide.

Eight killed in Yemen clashes; attacks in capital target officers

SANAA (Reuters) - At least six militants and two soldiers were killed in Yemen on Tuesday in fighting near a damaged oil pipeline east of the capital Sanaa, a defense ministry official and residents said.

Separately, gunmen and bombers targeted three senior military officers and the transport minister in a series of attacks in the capital Sanaa.

In one incident, two gunmen riding a motorbike shot dead Brigadier Fadel Mohammed Ali, an adviser to the minister of defense, outside the ministry's offices in Sanaa, a police source said. Further details were not immediately available.

Gunmen fired at the home of Transport Minister Waed Batheeb, wounding two of his guards, a transport ministry official said. A colonel was seriously wounded in an attack by gunmen and another officer survived a thwarted bomb attack on his car.

The fighting in turbulent Maarib province broke out when government troops backed by air strikes tried to secure the pipeline and repair damage inflicted last month by local militants, the official said.

He added that the army controlled the area surrounding the pipeline after Tuesday's clashes.

Yemen's oil and gas pipelines have repeatedly been sabotaged by Islamist fighters or tribesmen since an uprising erupted last year, causing fuel shortages and slashing export earnings for the impoverished country.

Yemen's stability is a leading security goal for the United States and Gulf Arab allies because of its strategic position next to top oil exporter Saudi Arabia and shipping lanes, and because it is home to one of the most active wings of al Qaeda.

Under an agreement reached earlier this month between tribal chiefs and the government, tribes in Maarib were meant to stop militants from attacking the pipeline in return for a halt to air strikes in the area.

A local official said troops were deployed on Tuesday after tribesmen failed to secure the pipeline or to hand over fighters involved in the killings of 17 army officers and soldiers in an ambush earlier in December. They were killed while inspecting the pipeline.

The affiliation of the militants in Maarib is unclear. Local sources said some had links to al Qaeda, while others were involved in kidnapping foreigners to pressure the government to release jailed kinsmen.

OFFICER WOUNDED IN CAPITAL

Yemen-based Al Qaeda in the Arabian Peninsula has mounted operations in Saudi Arabia and attempted attacks against the United States, which has stepped up strikes by drones.

In the capital, the ministry of defense said one man was arrested on Tuesday for planting a bomb in the car of an officer at the Central Security Forces. The attempt to blow up the car was foiled, the ministry said. Colonel Sameer al-Gharbani, an officer in the Republican Guard, was critically wounded in an attack by unidentified gunmen, a source at the Guard said.

The string of attacks happened less than a week after President Abd-Rabbu Mansour Hadi overhauled the armed forces as part of a Gulf-brokered power-transfer plan that helped ease former President Ali Abdullah Saleh from power in February.

Ore. rescuers find lost snowshoers near Mount Hood

PORTLAND, Ore. (AP) ? Rescue teams have found 3 snowshoers who got lost on a weekend camping trip near Mount Hood.

The trio was reported in good health, having made it through two nights under the leadership of a mountaineer.

The three set out Saturday on snowshoes and called 911 on Sunday to report they were lost. Although the cellphone connection was sketchy, they said they had food and sleeping bags, said Detective Matt English of the Hood River County sheriff's office.

There was no contact after that until searchers found them Monday.

The Oregonian (http://bit.ly/UY5kzr) identified them as Mark Kelsey, 62, a veteran mountain guide and outdoor survival instructor, Margarita Estrada, 49, and Debra Shindler, 58.

Estrada's son, Andy Ozeroff, 18, told the paper, he started contacting families of the other hikers when they didn't return Sunday afternoon as planned. The trio was celebrating Estrada's birthday.

When family members reported the party overdue, they learned the hikers had already called for help.

"We definitely would have been more concerned if the women weren't in the hands of my dad," said Alex Kelsey, 18.

Kelsey is a veteran mountaineer, associates said.

"He continues to guide and teach survival techniques," said Rocky Henderson, team leader with Portland Mountain Rescue. "He is of the utmost competence."

FEATURE-In Vietnam, anti-Chinese protesters find a new outlet - soccer

HANOI, Dec 23 (Reuters) - Under the watch of plainclothes police, midfielder Nguyen Van Phuong unleashed a powerful left-foot drive into the top corner. Dissidents cheered from the sidelines. "Down with China," some shouted. Phuong pumped his fist.

As tensions between Beijing and Hanoi escalate over the South China Sea, Vietnamese anti-China protesters who face repeated police crackdowns are finding a new form of political expression: soccer.

"People don't feel scared playing soccer," said Phuong, the team captain, after a practice match in the capital, Hanoi.

They call themselves "No U FC" -- a reference to the U-shaped line China has drawn around almost the entire South China Sea, passing close to Vietnam, then around Malaysia and north to the Philippines, an area where potential oil deposits, strategic shipping routes and fishing rights converge in one of Asia's most combustible territorial disputes.

"FC" stands for Football Club. Or, as some players say, "Fuck China".

The team illustrates mounting resentment of China whose sovereignty claims over the stretch of water off its south coast and to the east of mainland Southeast Asia set it directly against U.S. allies Vietnam and the Philippines, while Brunei, Taiwan and Malaysia also lay claim to parts.

The club was formed after police arrested dozens of anti-China protesters who had gathered peacefully almost every weekend from June to August last year. They were at first tolerated in the tightly controlled Communist country where public dissent is rare. But the authorities feared they could evolve into a wider, harder-to-control anti-government movement, said several diplomats with high-level government contacts.

Some of those arrested were accused of turning against the state. Among the protesters were intellectuals and bloggers whose anger extended well beyond Beijing to sensitive domestic issues - from a widening rich-poor divide to land evictions, police brutality and restrictions on freedom of expression.

After the crackdown, Phuong and other protest leaders met at Thuy Ta, a popular cafe near Hanoi's Hoan Kiem Lake, to plot their next move. Police ordered the cafe's owners not to serve them. They went to another cafe, and soon that was shut down.

"That's when we decided to start the soccer team," said Phuong. "We needed a way to meet regularly."

About 30 players turned up for their first practice on Oct. 30 last year. By March, they had their first high-profile game against a team sponsored by PetroVietnam, a state company that has riled China by exploring for oil in the South China Sea. No U FC's supporters waved anti-China banners and shouted "down with Chinese aggression".

Police ordered PetroVietnam not to play, said Phuong. The field's owner ordered them off the grounds, for good. Police officials were unavailable to comment on this story.

CAT AND MOUSE

No U FC engaged in a cat-and-mouse game with the authorities for several months, gathering at various fields in Hanoi often only to be shooed away. They wore black-and-white soccer jerseys with a crossed-out U-shaped crest on the front. Emblazoned on the back: "Ho?ng Sa", the Vietnamese name for disputed islands also known as the Paracels.

Since September, they have gathered twice a week at an artificial-turf field owned by the military, an institution the protesters say appears sympathetic to their cause. But undercover police usually keep watch.

On a recent Sunday, nearly 100 No U FC members showed up. They take pride in their diversity: one is a poet, another a banker. Their ages range from 10 to 60. Some play barefoot.

Beyond their common beliefs, they are united by something else: nearly all have been detained at some point, along with supporters such as Ta Tri Hai, a violinist in a straw cowboy hat who played folk music on the sidelines.

"We're getting stronger because of social media," said Nguyen Van Dung, a goalkeeper and protest organiser. The club has swelled to about 120 members who communicate closely on Facebook.

He criticised the government for what he sees as a weak response to assertions of Chinese sovereignty, including last month when Chinese fishing boats were accused of cutting a seismic cable attached to a PetroVietnam vessel exploring near the Gulf of Tonkin.

"The Vietnam government needs to put more pressure on China," he said.

That looks unlikely to happen.

RELUCTANCE TO COMPLAIN TOO LOUDLY

Vietnam depends heavily on China. Imported Chinese machinery, refined oil and steel are at the heart of Vietnam's factory-fuelled economy, stretching Vietnam's trade deficit with China to $13 billion in 2011 from $185 million in 2001.

Chinese resentment runs deep, rooted in feelings of national pride and the struggle for independence after decades of war and colonialism. Faded grey pagodas etched with Chinese characters are studded around Hanoi, a reminder of the more than 1,000 years of Chinese rule that ended in the 10th century.

Some recall the invasion of Chinese forces in northern Vietnam in 1979 and the border skirmishes that continued into the 1980s. Chinese money began trickling in from 1991, when ties were normalised, reaching $120 million in investments by 1999.

Since then, Chinese investment has surged to $21 billion when combined with the value of Hong Kong projects in Vietnam.

This helps explain Vietnam's reluctance to complain loudly over each Beijing provocation, said diplomats.

At a Nov. 19 summit of Southeast Asian leaders in Cambodia, China stalled debate on a resolution of maritime disputes in the South China Sea, rebutted attempts to start formal talks on the issue and avoided any rebuke from Obama Administration over its territorial ambitions. While the Philippines lodged a formal protest, there were no public statements from Vietnam.

Days later, when China's southern Hainan province authorised police to board and seize foreign ships operating "illegally" in its waters in the South China Sea from next year, the Philippines, Singapore and the secretary general of the Association of Southeast Asian Nations expressed concern. Vietnam kept silent.

Only when Chinese boats were accused of sabotaging the Vietnamese oil exploration operation by cutting a seismic cable did authorities issue a condemnation on Dec. 4.

Phuong, 25, wants his government to show more consistency in its public statements over China's territorial ambitions. And he doesn't understand why authorities won't support him.

"We're patriots," he said.

He has been arrested three times and lost his job at an electronics shop after police pressured the owner, he said. Teammate Le Dung is equally resolute. His wife, he said, divorced him because he wouldn't stop protesting. Another player, La Viet Dung, tattooed the club's logo on his arm.

Among the club's fans are well-known dissidents such as Le Gia Khanh, 80, who was imprisoned for six years for helping former colonial ruler France during the First Indochina War that ended in 1954. He was jailed a second time during the Vietnam War with the United States.

"This team exists to prove that the fire in our hearts is still alive," he said after cheering the team from the sidelines.

VCU board OKs new contract for president

RICHMOND, Va. (AP) - Virginia Commonwealth University President Michael Rao has a new contract that increases his deferred compensation and other benefits.

The Richmond Times-Dispatch (http://bit.ly/UxZC7a ) reports that the new contract raises Rao's annual package to about $800,000. The contract runs through June 30, 2022.

The contract increases Rao's deferred compensation to $146,500 for the current fiscal year. It will increase to $191,500 in fiscal 2014.

His base salary of $488,500 remains the same. But he will receive $50,000 in incentive pay for his performance during the 2011-2012 academic year.

The university's board of visitors also increased Rao's personal expense allowance to $50,000 annually.

VCU Rector John Doswell says Rao's deferred compensation had lagged behind that of his peers at other research universities.

Hot rhetoric, tiny numbers separate Obama, Boehner

WASHINGTON (AP) ? In their "fiscal cliff" standoff, President Barack Obama wants to raise taxes by about $20 billion a year more than House Speaker John Boehner. The president wants the government to spend about that much more yearly than Boehner does, too.

That's real money by most measures. Yet such numbers are barely noticeable compared to the $2.6 trillion the government is projected to collect next year, and to the $3.6 trillion it's expected to spend.

As the "cliff" approaches ? economy-shaking tax increases and spending cuts that start hitting in early January unless lawmakers act first ? each side says the other isn't being serious enough about trimming federal deficits. But their inability so far to strike a compromise underscores that their problem is more than arithmetic ? it's also about the difficult politics that Democrat Obama and Republican Boehner face when it comes to lining up votes.

Chastened by Obama's re-election, Boehner has violated a quarter-century of Republican dogma by offering to raise taxes, including boosting income tax rates on earnings exceeding $1 million annually. Eager for a budget deal that would let him move on to other issues, Obama in turn would cut the growth of Social Security benefits, usually off-limits to Democrats. He also would impose tax increases on a broader swath of people than millionaires ? those with incomes over $400,000. But that figure, too, is a retreat from what he campaigned on: the $200,000 income ceiling on individuals and $250,000 on couples.

That means both men have angered lawmakers and staunch supporters of their respective parties, just when the need to retain that support is crucial.

"When you walk into a room and represent a group and you have to give ground to get a deal, you have to stay in that room as long as you can and you have to walk out with blood on your brow," said Joseph Minarik, research director for the Committee for Economic Development and a veteran of grueling budget talks as a former Clinton White House and House Democratic aide. "Otherwise, the people outside the room don't believe you've fought hard for them."

With no quick resolution in sight, Boehner worked Thursday to push a backup bill through the House that would raise taxes on people earning at least $1 million but not on those earning less. A separate bill would replace across-the-board cuts in defense and domestic programs with cuts in Obama's health care overhaul and other specified programs.

Economists say the tens of billions of dollars separating the president and speaker are relatively minuscule, especially when compared to the size of the U.S. economy, which exceeds $15 trillion a year.

"It's not vanishingly small, but it is minor," said Alan D. Viard, a tax scholar at the conservative American Enterprise Institute. "It certainly would be a disappointment if that minor of a gap would end up blocking an agreement."

Even though Obama's and Boehner's dollar differences are small, one hindrance to a deal could be the symbolic political consequence of retreating on their numbers, even just by a little.

For Boehner to add, say, another $100 billion to the tax increase over 10 years could well mean that people with incomes well below $1 million a year would get a tax increase, something he wants to limit.

On the other hand, adding $100 billion more in spending cuts could mean a deeper hit than Obama wants to Medicare. The president prefers to limit Medicare cuts to the reimbursements that doctors and other health care providers receive, but ever deeper cuts could mean more doctors would be likely to stop treating Medicare patients ? an outcome Democrats don't want.

None of this means there aren't real budget differences between Democrats and Republicans.

Obama says he's proposed raising taxes by $1.2 trillion over the coming decade by boosting the current top 35 percent rate to 39.6 percent for income over $400,000, plus other increases on the highest earning Americans. He's also offered about $1.2 trillion in spending cuts over 10 years, including $400 billion from Medicare and Medicaid, the health care programs for the elderly and poor whose defense Democrats consider precious priorities.

Boehner has offered about $1 trillion in tax increases and about the same amount in spending savings. An earlier Boehner offer included $600 billion in Medicare and Medicaid savings ? well more than Obama ? but it's unclear whether the speaker is still seeking that figure.

Because of a dispute over how some savings are classified, Boehner says Obama's offer is really $1.3 trillion in higher taxes and only about $850 billion in spending cuts.

The House speaker says Obama's offer is not balanced because its new taxes and spending cuts are unequal. And he complains it does too little to control fast-growing benefit programs like Medicare, a chief driver of the federal government's mushrooming deficits.

"The real issue here, as we all know, is spending," Boehner said Thursday. "You go through all these discussions, I don't think the White House has gotten serious about the big spending problem the country faces."

The two men's differences work out to $200 billion over 10 years in taxes, and about the same in spending, depending on whose numbers are used. Either way, their gap is less than 1 percent of the money the government will spend and tax anyway.

"They're a couple hundred billion apart. This is absolutely senseless," said Senate Majority Leader Harry Reid, D-Nev., insisting Boehner should compromise. "These are gyrations I've never seen before."

There are other differences, too.

Obama wants several billion dollars in infrastructure spending to goose the economy and to extend expiring unemployment benefits. He also wants the government's authority to borrow money extended for two more years ? until after the 2014 congressional elections ? with Congress having little more than symbolic opportunities to block it, a year longer than Boehner has offered.

Even so, the numbers being proposed by Obama and Boehner are so close, and the political risks both men have taken on taxes and Social Security benefits are so stark, that many consider it almost unthinkable that they would not eventually complete a deal.

"Having come out of their trenches, they either have to shake hands or get shot, maybe by their own troops," said Robert Bixby, executive director of the nonpartisan Concord Coalition, an anti-deficit group.

China Bans Some Hospitals From Raising More Debt

China ordered county-level public hospitals to stop borrowing money after an audit showed some of them took on too much debt when upgrading facilities, according to a document seen by Bloomberg News.

The National Development and Reform Commission, the finance and health ministries and the China Banking Regulatory Commission, requested banks stop issuing new loans and reduce lines of credit to county hospitals nationwide, according to the Oct. 31 emergency notice that was distributed this month and seen by Bloomberg.

The contents of the document were confirmed by three people with knowledge of the matter, who asked not to be identified because the order has not been made public.

County hospitals in Xinjiang in northwestern China were ordered not to raise new debt, according to a statement posted on website of the autonomous region?s Development and Reform Commission, dated Dec. 10. An employee at the NDRC?s information office said such a notice hasn?t been made public and declined further comment. Employees at the Health and Finance Ministry?s press offices declined to comment. Calls to the CBRC?s press office weren?t picked up.

The Steamboat Ski & Snowboard School treats tourists and locals to spectacular on-snow parades down the mountain lit only by torches. In conjunction with the torchlight parades, a fireworks display will illuminate the sky providing a perfect ending to the evening. The shows are free and great for all ages. The best viewing is from the pavers at the Steamboat Stage and the Umbrella Bar next to the Bear River Grill, all adjacent to the Steamboat Gondola.

Scottish town shares agony of U.S. school tragedy

DUNBLANE (Reuters) - Of all the messages of sympathy for the stricken U.S. community of Newtown, few carry the emotional weight of those from Dunblane, the small Scottish town that still bears the scars of Britain's worst school massacre.

On March 13, 1996, a gunman walked into the gymnasium of a primary school in the close-knit cathedral town and shot dead 16 children and their teacher before turning the gun on himself.

Few residents want to talk about the terrible events that for years made Dunblane synonymous with tragedy, but reminders abound, made all the more poignant by the onset of Christmas.

At the far end of the cemetery on the edge of town, toys, fairies and portraits of smiling children decorate the graves of many of the victims, while small windmills spin in the winter breeze under grey skies.

A miniature Christmas tree stands next to one grave and a bunch of pink roses covered in dew drops rests on the spot where their teacher, Gwen Mayor, 45, is buried.

"The memories are flooding back. It must be hell for the parents. We said prayers for them in my church," said Harry McEwan, 71, who has lived in the town for 30 years. "Dunblane has so much in common with what has happened in Newtown."

The Dunblane massacre shocked the world and started a public campaign that led to Britain adopting some of the strictest gun controls in the world.

The Newtown shooting has already prompted calls for new U.S. gun restrictions, including a ban on assault weapons. President Barack Obama said things must change to prevent more killings.

In Britain, the scale of revulsion over Dunblane's three-minute rampage led within two years to new laws that effectively banned civilians from owning handguns. Ministers also promised to improve school security.

The Dunblane shootings were particularly shocking for a country where the police are not routinely armed and gun crime is relatively unusual. Of the 636 murders in England and Wales in 2010/11, 60 were shootings. Last year, firearms were used in 0.3 percent of all recorded crimes.

The Dunblane gunman, Thomas Hamilton, was a 43-year-old known locally as a misfit and a loner. He had been sacked as a Scout leader after complaints about his behaviour around young boys.

A government inquiry after the rampage recommended tougher vetting of voluntary workers as well as closer scrutiny of those applying to own a gun. Hamilton's four weapons were all legal.

'DARK CLOUD'

Dunblane has tried to move on. The sports hall where the shooting took place has been demolished and the school has been refurbished. However, the U.S. shooting has brought back painful memories.

"A dark cloud came over us," said lifelong Dunblane resident Nancy, who declined to give her surname. "The heaviness, the sorrow. Just disbelief and shock. Our hearts go out to the people of Newtown. It's still very painful and when something happens elsewhere it sort of bubbles up to the surface."

Dunblane has grown in the last decade and is a popular choice for families who want to live in a quiet community within reach of jobs in the nearby city of Stirling or Scotland's biggest cities, Edinburgh and Glasgow.

Arriving at school on a damp winter's morning, a group of girls laughed and played hopscotch in the playground before a bell summoned them and their fellow pupils to class.

They waved goodbye to their parents through the school windows as they walked upstairs.

"It's a fantastic place to bring up a family. It's just a pity that (the shooting) is the first thing people think of," said Ann Johnston, 39, a mother of three.

At the memorial garden which replaced the demolished gymnasium, a note attached to yellow roses remembers "All the lost angels of Dunblane".

In the years ahead, Newtown may find it hard to tread a path between remembering the dead and trying to move on from the tragedy, according to one church leader in Dunblane.

"How do you strike the balance? The answer, I suspect, will be different for every community but there will be problems for a long time to come," the Reverend Colin McIntosh, minister of Dunblane Cathedral, told the BBC.

For some Dunblane families, strength came from within their community, their church or from their other children. Others said campaigning to change gun control laws was a useful way to channel their energies.

"It didn't bring Victoria and the other children back, but it gave us a meaningful reason to just get through today, tomorrow and the next day," Charles Clydesdale, whose 5-year-old was among the victims, wrote in the Mail on Sunday newspaper.

In the main shopping street, the Christmas lights point to happier times. A golden post box commemorates the success at this summer's London Olympics of the town's most famous son, tennis player Andy Murray.

He was at the school when the shooting happened and had to take shelter. Dunblane's link with one of Britain's top sportsmen has helped change its image.

"I don't want to say they'll get over it but they'll emerge from it. They'll find strength in each other, as a community," said local councillor Graham Houston. "Dunblane has moved on but it won't forget."
